Rivers State Governor, Sir Siminalayi Fubara, has expressed confidence that the 2026 Appropriation Bill will be presented to lawmakers in the newly reconstructed Rivers State House of Assembly Complex.
Governor Fubara gave the assurance on Monday, November 24, 2025, shortly after inspecting the ongoing reconstruction of the Hallowed Chamber Complex being handled by Monier Construction Company Limited (MCC).
Accompanied by Hon. Boniface Emerengwa, Member representing Ikwerre/Emohua Federal Constituency, and the management team of MCC Nigeria Ltd., the governor said he was impressed with the pace and quality of work. He noted that all indications point to the complex being ready for use by the end of December 2025.
He reiterated his administration’s commitment to completing the project on schedule to enable lawmakers resume sittings in the Hallowed Chamber. According to him, once the facility is ready, he intends to present the 2026 budget in the Main Hallowed Chamber “in the way and manner it ought to be done.”
“We have been working hard to ensure their permanent sitting chamber is restored. You know the drama that surrounded our relationship before, but by the grace of God, now that everything has been resolved, our desire is to see the Assembly return to its rightful place,” he stated.
Governor Fubara explained that although work on the complex had commenced before the emergency rule—during which, he noted, there were widespread assumptions that nothing was happening—his visit was to personally assess the progress made.
“I came here to ascertain the extent of work done, and I am very impressed with what I have seen,” he said. He added that the contractor had informed him that interior and some external works had been subcontracted to Julius Berger Nigeria Plc to fast-track completion and meet the delivery timeline.
The governor assured that once the main chamber is handed over, the Legislature would take responsibility for completing the remaining sections of the complex as they resume full sittings.
